Hi, I’m Phil
I’ve been privileged to lead the planning on key projects around New Zealand for 30 years - from major subdivisions to land use consents, structure planning and all scales of land development. That experience has now led me to create Goodplan! to continue to provide bespoke planning services to valued clients around the country.
Experience has taught me how to create clarity across multi-disciplines. I know how to negotiate with respect, to find the solutions that last. I work hard to translate a client’s vision into a reality that stands the test of time. Clarity, connection, clear intent and delivery. That’s good planning and it’s what I’ll deliver.

Every project is different, so I invest the time upfront to thoroughly scope the statutory provisions, assessing the detail and nuance, flagging potential issues early, then working with my clients to formulate a clear and bespoke delivery strategy. Deep understanding is critical to delivery of a workable and efficient solution.

I have a clear view of the big picture and work closely with engineers, legal counsel, architects, ecologists, landscape architects, heritage advisors and all other stakeholders on a project, coordinating and leading a clear way forward. I’m a firm but respectful negotiator having navigated many Council Hearings and Court mediations and always working to achieve resolution of complex issues. I’m always aware of faithfully representing my client’s vision and protecting their reputation at every step.

I have the technical skills and significant real-world experience to deliver successful projects – but underpinning that is a desire to genuinely connect with my clients and those I work with along the way. Iona Residential Estate - Havelock North
Between 2021 and 2025 I was the lead planner for the consenting of the Iona Residential Estate in Havelock North, working with CDL Land NZ Limited and a large team of consultants. This large residential development presented many challenges due to its stormwater and topographical features. Construction of Stage 1 is now well advanced and it is shaping up to be an attractive addition to the existing extent of the popular Havelock North village.
The Ruakura Superhub - Waikato
I am proud to have been the lead planner while at Boffa Miskell Ltd for the development of the structure plan and design of the Ruakura Super Hub, a critical property asset for Tainui Group Holdings. Working with a talented team of designers, and technical specialists, together with the vision of the client, we created a project generating significant employment for the Waikato Region and beyond. This development plays a major role by helping NZ Inc efficiently distribute freight around the country.
Marsden Cove Canal Housing - Northland
Working with Hopper Developments, the challenge was to create a new coastal canal estate, but one which would integrate with the existing Ruakaka settlement, protect sensitive ecological areas for bird roosting and shellfish beds. A collaborative effort and developing strong relationships with all parties enabled this development to be approved.
Rotoroa Island Restoration - Hauraki Gulf
A “once in a career” opportunity to lead the planning and consenting for a full restoration of the Salvation Army owned Rotoroa Island from a disused rehabilitation facility to conservation sanctuary, with indigenous revegetation and protection of both cultural and built heritage. This involved the creation of new District Plan provisions with Auckland Council. Close collaboration with talented landscape architects, ecologists and heritage advisors and the vision of the client has resulted in a significant environmental asset for the Gulf.
